Yahoo News - NORMAN, Okla. (AP) — An armed man who held hostages inside an Oklahoma office building during a more than four-hour standoff has surrendered.
Police in Norman say 29-year-old Devin Rogers surrendered shortly after 4:45 p.m. Monday after holding a man and a woman hostage inside the building.
