Tshisekedi and Kagame Meet in Doha; M23 Boycotts Angola Talks: The M23 militia has announced they are withdrawing from talks with the government of the Democratic Republic of Congo because EU sanctions against Rwandan officials earlier in the day "undermined" negotiations. After a decade of refusing direct talks with the M23 fighters, DR Congo President Felix Tshisekedi announced last week that he was ready to meet with the M23 group after a meeting with his Angolan counterpart, who has acted as a mediator in the conflict.
